The window period

Bush has a window period: well, actually, he has two. The first one is between now and the elections. The second is between now and when, finally, he leaves office. The question is: how much chaos can he cause in the remaining time left to him? It is no great secret that Bush is itching to invade Iran. The question is: will he succeed (does he have the 'political capital') in doing so? Up until about a week or so ago, I thought the answer was 'no'.
